encloses copy of
letter to Colonial Office setting out consid-
erations of high policy and general British
interests in China which appear to make it
desirable that agreement should be concluded
on lines of first draft initialled last July
with total omission of article V. I have
suggested that Governor of Hongkong be
instructed to reconsider whole question from
this point of view and to communicate copy of
new draft immediately to Inspector General of
Customs.
I should be glad if you would take an
opportunity of discussing matter fully with
Mr. Maze and furnish me with your observations
in due course after receipt of despatch
referred to above.
